Ha Giang - tour or independent?

I'd love to go to Ha Giang sometime. Not the city itself, but in the nether-regions near the Chinese border. It seems like the tours are really expensive - you hire a car and driver, etc., so it can really amount to some real money. I've also heard that a foreigner needs to have a special permit to explore this region. So, I'm wondering whether it's possible - and if it makes sense - to simply take a bus up there, rent a motorbike, get the permit myself and so on. I'm an experienced traveler and know a little bit of Vietnamese (not a lot, but enough to survive!) and I do try to avoid organized tours whenever possible. Plus, I don't want to spend a small fortune. So, my question is has anyone done this trip independently and was it reasonably easy to get the permits, etc? Or am I better off with a tour guide? Any thoughts would be appreciated. Thanks in advance!
